Perinton's Town Board voted unanimously to approve a $7.7 million sewer district extension serving 52 properties on Woodcrest Circle, Pilgrim Circle, Garden Drive and Briarwood Lane. Supervisor Jen Townsend called residents "pleasantly persistent" in pushing the project after decades of septic problems. Homeowner Don Kurt, a licensed plumber, warned some neighbors could face bills far above the town's estimate because aging house pipes may need full replacement, saying "the plumber said 50-50 shot." The board also voted to register Perinton in New York's Climate Smart Communities program, appointed Renee Pritchard as full-time real property appraiser effective September 22, and named Philip Sparks chair of a reconstituted Ethics Board alongside member Lisa Kavanaugh.

A rezoning hearing for 16.1 acres on Pittsford Palmyra Road, sought by Ready Mix Concrete Solutions, was set for October 19.

PERINTON — September 21, 2026 — The Perinton Town Board voted unanimously Monday to approve a $7.7 million extension of the town's consolidated sewer district, bringing public sewer access to 52 properties on four streets that have relied on septic systems for decades.

The board, led by Town Supervisor Jen Townsend, also voted to register Perinton in New York's Climate Smart Communities program and set an October 19 public hearing on a proposed industrial rezoning tied to a concrete company's relocation.

The Full Story

The sewer vote creates Extension No. 74 to Perinton Consolidated Sewer District No. 8, covering Woodcrest Circle, Pilgrim Circle, Garden Drive and Briarwood Lane. The project will install about 3,800 feet of eight-inch sanitary sewer, replace roughly 4,600 feet of storm sewer and rebuild the roads. The total estimated cost, including design, construction and inspection, is $7,712,700, to be financed through a municipal bond repaid by the roughly 19,000 households in the sewer district. Councilman David Masterson told Townsend that residents had questioned why a sewer project would cost that much, noting the figure covers road reconstruction and storm sewer work, not sanitary sewer alone. For property owners who connect, the estimated average annual cost is $293.55; for those who don't connect, it's about $117.89. Commissioner of Public Works Jason Kennedy recommended the extension, and Assistant to the Commissioner of Public Works Eric Williams fielded questions at the hearing.

Several residents who have pushed for the project since the 1990s spoke in support. Brian Watkins of Briarwood Lane thanked the town engineering staff and the board for years of dialogue. Don Kurt, a 19 Woodcrest Circle resident and licensed master plumber, warned that some neighbors could face costs far above early estimates because decades-old house pipes may need full replacement before they can connect. The board closed the hearing and adopted the resolution, which is subject to a 30-day permissive referendum period under state town law before taking effect.

"They were pleasantly persistent, which is very, very helpful if you'd like to get something done."

"Appreciate you listening to me, appreciate all the hard engineering and hard work that went into this, by the DPW, the town board, yourself, Jen."

"The plumber said 50-50 shot. The odds are you're gonna have to dig up your foundation, rip your entire basement concrete up and put a whole new thing in there."

In other business, the board adopted Local Law No. 6, setting uniform three-year terms for the Conservation Board, Board of Ethics, Recreation and Parks Advisory Board and Sustainability Advisory Board, and five-year terms for the Planning Board. The board appointed Renee Pritchard to the full-time Real Property Appraiser position effective September 22, filling a vacancy under Town Assessor Shane Luther. It also appointed Philip Sparks and Lisa Kavanaugh to the town's reconstituted Ethics Board, with Sparks serving as chair through September 30, 2029. The board set an October 19 public hearing on a request to rezone 16.1 acres at 8146 and 8200 Pittsford Palmyra Road from restricted business to industrial, sought to accommodate the relocation of Ready Mix Concrete Solutions.

The board also authorized a $55,680 records management contract with Control Central Inc., a $1,855.51 levy for unreimbursed property maintenance costs, and solicitation of bids to print an expanded Perinton Quarterly newsletter that will absorb the recreation department's seasonal brochure and continue mailing to about 22,500 households and businesses.

Sustainability Advisory Board Chair Jeff Myers and board presenter Amber Brown asked the board to register Perinton in the state's Climate Smart Communities certification program, which they said carries no cost or binding commitments beyond pursuing a 10-point climate action framework. The board adopted the registration resolution.

Why It Matters

Residents on the four affected streets have waited since the 1990s for public sewer, citing failing septic systems and limited backyard use. The $7.7 million bond will be repaid across the district's roughly 19,000 homes, but individual hookup costs could run far higher than the town's estimate for homeowners whose old house pipes need replacement, as plumber Don Kurt told the board. The town expects to advertise construction bids in January 2027 and begin street work by mid-2027, with charges appearing on 2028 tax bills.

The Climate Smart Communities registration costs the town nothing but could improve Perinton's standing for state grant applications, and the board indicated it will next decide how to staff a task force to pursue certification points.
